Creating values

For the municipalities of Frøya, Hitra and Smøla it is important that more young people are having education that enables them to gain employment in relevant sectors and at the same time that more students complete their education with better results. Prevention work and early intervention in children and young people in higher grades of elementary school and secondary school will result in more young people being able to actively participate in the labor market over a longer period of time, contribute to social development and thus reduce the negative effects on health and economy. Today many young people are at risk of dropping out due to weak academic performance and/or low motivation. Pupils with poor academic performance bear a greater risk of not getting an apprenticeship. This means that they end up not having formally approved education.

The marine sector in the municipalities of Frøya and Hitra will export seafood in the value of 7-8 billion Norwegian crowns in 2013 (Norwegian Seafood Council 2013) making up to 40% of export from the county of Sør-Trøndelag. Both municipalities are facing labor shortages and high demand for skilled workers who can work in the maritime industry. For the municipality of Smøla lacking its own secondary school it is especially important to use the early intervention to create professional interest in young people so that their professional training is adjusted to the industry needs in the community.

The project is testing the effectiveness of using mobile technologies and fast feedback from students and companies in order to follow up students who are geographically dispersed. Teachers in secondary schools will incorporate it in the practical subject Study Project (9 h/week) in VG2 (second year of secondary school), and then the training office will use it in the first 6 months of apprenticeship in enterprise. Mobile technology  can be used on a day-to-day or weekly basis on the students’ own mobile phones in order to identify problem areas and it could lead to an early intervention before the apprentice quits and drops out of vocational training. This will hopefully lead to having more skilled workers in the maritime sector and help reduce the health and economic problem on the islands.

The project will examine and document how new learning methods using new mobile technology can help increase the creation of values in Møre and Trøndelag region by enabling participating schools with their teachers as well as educational institutions and their employees to easily track geographically dispersed users. The new knowledge will be used to establish new, cost-effective systems for good, accurate and effective communication, information flow and interaction between users (students/companies/schools and practice participants). In addition, the project will improve coordination on an advanced level between municipality and county by

  • reusing methodology and innovative solutions locally, regionally, nationally and internationally
  • participants working on a common challenge of having more students who fulfill education with better results in the education fields that the municipalities need

Additionally, the contact with leading international research will enable new projects and new investments in the area. In other words, the project deals with the interaction between specialists/ knowledge centers and the various levels of public services. The challenge relates to the need for increased collaboration in the field of early intervention that results in more students getting through the education system and promoting a healthy way of living. Value creation will thus have a direct effect on the long-term future use of health and welfare services in the community.

The municipalities of Frøya, Hitra and Smøla and several public and private entities are cooperating with R&D institutions to implement a pilot project which aims to apply early intervention to prevent young people from falling out of the labor market and thus the community. This is a local problem in the insular region of Møre/Trøndelag, while it is a national and international challenge in countries we normally compare ourselves with.
